I'm a bit uncertain about the borderlines between graffiti and public art.
But sometimes it's obvious.
When I lived in fucking Fremantle (may it die a horrible death -- now!), there used to be a picture-framers' establishment and a real estate agent in the building on the corner of South and Hampton.
They had a billboard atop -- no doubt to bring in a few bob on the side.
(The Prof tells me that one Coke machine on campus is worth about ten students in terms of income to The University.)
A new (and quite pleasant) commodity at that time was the Cherry Bounty.
