Alcoholics Unanimous

So the tax on pre-mixed spirits has failed to get through parliament.
Two things puzzle me.
1. How could they levy the tax when it hadn't been made legal in the first place?
2. After the fact, how come the alcohol companies get the money back?

As a ute-driving, flannelette-shirt-wearing country boy, I've downed my share of Bundy & Cokes in my time.
We were paying the ferkin tax, so why don't we get it back?
As I've mentioned, I owed the tax man (actually a tax woman) about $92 this past tax year.
I'm going to write and ask if I can have it back.
Must have paid at least this to them/her in illicit grog tax.
All the blokes in the pub agree.
